The Phillipsburg Animal Control office was instrumental in identifying the suspects in a recent animal cruelty incident where 32 dogs were rescued in Sussex County, authorities said.
Their investigation led to an additional 20 dogs being rescued from a Phillipsburg home, authorities said.
