TULSA, Okla. – Seven dogs are safe after being abandoned outside the Tulsa SPCA, according to staff who witnessed the event unfold. A truck pulled into the parking lot and dumped two adult dogs and five puppies, before speeding away.
The entire thing was caught on surveillance video.
