CLEVELAND, Ohio — A long-vacant west side factory that looms over the Shoreway is set for a new life as apartments, with help from city incentives.
Developers plan to convert the former Westinghouse complex on W. 58th Street into 116 apartments, along with 23,000 square feet of commercial space for offices, retail or a restaurant. City Council approved a 30-year tax-increment financing deal for the project worth an estimated $11 million.
