GRISWOLD — A 42-year-old man charged with manslaughter in a head-on crash that killed a 21-year-old mother from Massachusetts had a blood-alcohol level nearly four times the legal limit, according to a warrant.
Birenkumar A. Patel, of Griswold, was arrested on March 17 after investigators determined he was speeding shortly before the fatal Sept. 28 collision on Preston Road that also left another person injured, Connecticut State Police said.
