ROCKFORD, Ill. (WTVO) — The Rockford Planning and Development Committee voted Monday to advance an agreement to provide $100,000 in casino tax revenue to the Phantom Regiment drum corps.
Under the agreement, the Phantom Regiment would receive $60,000 in 2026 and $40,000 in 2027, which would allow the organization to apply the money toward operational costs and community-based programs, including Rockford Kingpins and Rockford Rhythm — a drumline for students with disabilities and a youth percussion and color guard, respectively.
The Phantom Regiment estimates that its activities, which include camps, shows, vendor contracts, and events, will generate more than $800,000 in local impact in 2026…
