A St. Paul man en route to the capital city failed to stop for a stop sign when the box truck he was driving hit and killed a person on a motorcycle, new charging documents state.
Prosecutors charged 33-year-old Ramon Jesus Garcia Rangel with criminal vehicular homicide on Monday for the crash that killed 63-year-old Todd Curtis Thorstad, of Glenwood.
