Tulsa unveils plans for $16M low-barrier homeless shelter at former juvenile detention site

TULSA, Okla. – Officials announced plans Tuesday for The Harbor, a new $16 million low-barrier homeless shelter in Tulsa designed to operate 24/7. The shelter is a collaboration between the City of Tulsa, the Anne & Henry Zarrow Foundation, and the Ruth Nelson Family Foundation. Leaders say the project aims to address ongoing capacity issues that leave roughly 500 people unsheltered in Tulsa on any given night.

Where the shelter will be located

The Harbor will be built at the site of the former Tulsa County Juvenile Detention Center at 315 S. Gilcrease Museum Rd.
