The Franklin Mall paid parking controversy is back.
Tonight, the Santa Clara City Council is scheduled to consider budget amendments that would move $180,000 into a new “Public Facilities Paid Parking” project for a parking study at Franklin Square.
That means an idea many downtown business owners, shoppers, and nearby residents already fought over is not gone. It is back in front of the Council, this time buried inside a budget amendment…
