Clarksville man refuses to sell property as flooding buyout program moves forward

CLARKSVILLE, Tenn. (WSMV) – A Clarksville man is refusing to sell his property to the city as neighbors around him accept buyout offers in a flood-prone neighborhood.

Luis Davila has lived on his seven and a half acres for over 20 years. When it rains, he said, the flooding is severe enough that he has used a kayak to navigate his property.

“Every year, or every couple of years, the water keeps getting higher and higher and higher. And we put a block because it goes to the crawl space sometimes,” Davila said.
