CLEVELAND, Ohio — Cleveland is threatening to use eminent domain to seize a vacant CVS on Madison Avenue if its owner does not accept a $635,000 offer to make way for a new fire station.
The building at 10022 Madison Avenue was once the center of a neighborhood battle over whether a shopping plaza that included a gas station could be built at the site. Now, even as the owner has abandoned plans for fuel pumps, Cleveland is seeking the land to replace the nearby aging Station 23.
