Beltway crash in Northern Virginia causes 12-mile backup

A massive 12-mile backup formed on the Inner Loop of the Capital Beltway early Thursday after a crash blocked all lanes near Van Dorn Street in the Alexandria area. Lanes have opened, but officials warned drivers to expect delays.
