State cites new violations at Baldwin Co. development, warns of possible penalties

BALDWIN COUNTY, Ala. (NBC 15) — BALDWIN COUNTY, Ala. (NBC 15) — State environmental officials say a troubled Baldwin County development remains out of compliance, warning the developer could face additional penalties.

In a March 20, 2026 letter, the Alabama Department of Environmental Management (ADEM) notified developer Robert Wilkes that the Preserve at Moccasin Bayou is still violating a consent order issued earlier this year.
