GRETNA, La. — The discovery of a dead newborn inside a portable toilet along Westbank Expressway is drawing renewed attention to Louisiana’s Safe Haven law, which allows parents to legally surrender infants without facing criminal charges.

Authorities say Lakesha Lamelle is expected to be booked on a charge of second-degree murder after investigators found her newborn son unresponsive inside a porta-potty early Thursday morning.
