Baltimore developers wary of costly permit delays: ‘Makes me think twice’

BALTIMORE (WBFF) — In Federal Hill, a new apartment building is open for rent, transformed from a previously vacant, rodent-infested property that was a nuisance to the neighbors and caused flooding from a burst pipe into a house next door.

“There was tremendous pressure from the neighbors in the neighborhood to see this done,” local developer Rich Montoni said.

But Montoni said after waiting about five months to get his permit for the building’s rehab, he’s not sure if he wants to risk long wait times again with future properties. He applied for his permit in March of last year and received his permit approval in August, two weeks after testifying in front of the Baltimore City Council…
