COLUMBIA, Md. (DC News Now) — Police have charged a mother and her boyfriend with the death of their toddler.
The Howard County Police Department said Kathleen Amesbury, 28, of Columbia, and Dale Brown, Jr., 25, of Pennsylvania, were charged with second-degree murder and second-degree child abuse, involuntary manslaughter and neglect of a minor.
