Stockton weighs Flock police drone expansion amid surveillance concerns

The Stockton City Council is set to consider a $3.15 million expansion of its contract with Flock Group Inc., which would add a police drone response system to the city’s surveillance network amid scrutiny of the company’s data practices.

The proposed agreement would introduce a “Drone as First Responder” program, allowing police to deploy drones to incidents before officers arrive. The system would include six drones, software integration, training and ongoing support under a five-year contract.

If approved, the amendment would raise Stockton’s total contract with Flock to about $5.4 million and extend it through April 2031…
