Stockton Bets On New Tower To Stop Fliers From Fleeing Town

Stockton is making a calculated bet that a new air-traffic control tower and a round of airport upgrades can convince more locals to stop trekking to Sacramento or the Bay Area every time they need to catch a flight. County leaders are pairing federal funding requests with tens of millions in local dollars to modernize the terminal, ramps and hangars at Stockton Metropolitan Airport, arguing that better infrastructure could finally make Stockton a go-to option for tens of thousands of regional travelers and bolster its growing logistics hub.

San Joaquin County has put in for nearly $19 million in federal funding across 10 projects countywide, including a $2.8 million grant application to redevelop Stockton’s aging control tower, according to CBS Sacramento. Airport Director Richard Sokol told the outlet the existing tower is “about 70 years old” and said a replacement would eliminate visual “blind spots” for controllers. He has framed the project as a safety upgrade first, and a foundation for future growth at the airport.

County Has Already Poured $26M Into the Airport

Local officials are not waiting on Washington to act. In April 2024, the San Joaquin County Board approved $26.2 million in homegrown improvements for Stockton Metropolitan Airport that they say will help attract passenger airlines and cargo operators. The package covers a five-gate hold room, West Ramp restoration, dozens of new hangars, a pilot center and a siting study for a replacement Federal Aviation Administration-operated, county-owned tower, according to San Joaquin County.

Airport leaders insist there is already plenty of activity to justify the spending. Sokol told CBS Sacramento the tower oversees roughly 55,000 takeoffs and landings per year and about 80,000 passengers annually, and estimated that within 35 miles of the airport there are around 2,700 airline passengers starting a trip each day. For now, Allegiant is the lone scheduled carrier, with non-stop flights to Las Vegas and Phoenix, per the airport information at Stockton Metropolitan Airport. Airport officials say they expect to add airline services later in 2026 if the money comes through and carriers are willing to commit.

Cargo Clout And Amazon Factor Into the Pitch

The county is also leaning hard on Stockton’s freight credentials. Amazon Air runs multiple daily cargo flights into the airport, activity that officials say underscores the need for a modern tower and more capacity.
