Contractor accused of falsifying water records for mobile home parks

HOWELL, Mich. (WJRT) – A Brighton man and his company are facing criminal charges after allegedly falsifying water safety tests for mobile home communities in Mid-Michigan.

Michigan Attorney General Dana Nessel issued the following charges against 57-year-old Brian Powell and his company, Douglas Environmental:

  • Conducting a criminal enterprise.
  • Six felony counts of forgery.
  • Six misdemeanor counts of forgery.
  • Seven counts of violating the Safe Drinking Water Act.

Powell faces up to 20 years in prison if convicted of the most serious charge. The Safe Drinking Water Act violations also carry a fine of up to $5,000 per day that they occurred.

Douglas Environmental services private water systems for several neighborhoods in Michigan, including several in Mid-Michigan:

  • Moon Lake Mobile Home Park in Shiawassee County.
  • Fenton Harbor Condominiums in Genesee County.
  • North Bay Mobile Home Park in Genesee County.
  • Victory Gardens in Genesee County.

The company is required to submit water testing results to the Michigan Department of Environment, Great Lakes, and Energy regularly as part of its contracted work on private water systems. Powell completed those reports on behalf of Douglas Environment, Nessel said…
