LUBBOCK, Texas — According to federal court documents obtained by EverythingLubbock.com, Otis Roy Williams, 57, plead guilty to two federal charges on April 3, Aggravated Bank Robbery and Brandishing a Firearm in Furtherance of a Crime of Violence.
According to court documents, on Tuesday, September 30, 2025, at approximately 12:06 p.m., LPD officers responded to a report of an armed bank robbery at the Happy State Bank in the 4400 block of 19th Street.

Officers learned that an unmasked suspect entered the bank and approached a bank employee working at the teller’s counter. The suspect, later identified as Williams, placed a plastic bag on the counter and removed a firearm from his waistband, demanding that the employee fill the bag with money, court documents said.
