City Base Brass Valve Bandit Busted After Alleged Monthlong Spree

San Antonio detectives arrested a man on April 3 after investigators say he stole brass cut-off valves in the City Base neighborhood nearly every day during March. The arrest capped a monthlong run of thefts that left property owners and maintenance crews repeatedly replacing plumbing parts and tracking down damage. Detectives with the San Antonio Police Department’s Human Exploitation Unit led the probe that culminated in a warrant and a sting operation.

As reported by News 4 San Antonio, detectives said they were first alerted to missing cut-off valves in the City Base area in March and that the thefts occurred almost every day that month. Investigators say they identified Carlos Garcia as the suspect, obtained a warrant and took him into custody in a sting. The outlet’s report notes the case is listed as theft of material involving aluminum, bronze, copper or brass valued at less than $20,000.

Why brass valves are targeted

Brass and copper parts such as backflow preventers and cut-off valves have become common targets because they can be sold for scrap at recyclers and metal yards. Reporting from other markets has shown similar spikes in valve thefts, incidents that can force property owners and utilities to spend hundreds or thousands of dollars to replace parts and repair damage. These patterns have been documented by outlets including KEYT.

Costs and precautions

Contractors say replacement costs vary widely depending on system access and whether boxes or piping were cut during removal. Communities hit by similar thefts have suggested protective cages, locking valve covers or swapping to less-valuable materials as deterrents, and some departments work with scrap yards to spot suspicious sellers. Those fixes can still leave residents and businesses absorbing repair bills and administrative time, which makes prevention a practical priority for neighborhoods. Local and national reporting has highlighted both the expense and the relatively simple steps that can help reduce risk.
