WEST PALM BEACH, Fla. (CBS12) — For years, two unfinished towers have loomed over downtown West Palm Beach — part of one of the most high-profile, skyline-changing developments in the city.

The One West Palm project was designed to bring luxury living, office space, and a hotel — along with new tax revenue and economic activity.
