Man arrested after alleged personal watercraft hit-and-run in Biscayne Bay, FWC says

A California man accused of striking a woman with a personal watercraft in Biscayne Bay and leaving the scene was arrested, officials said.

Andy Vences, 34, was charged with one felony count related to leaving the scene of an accident without rendering aid.
