CLEARWATER — The City Council unanimously approved the first reading of a new overlay district for the North Greenwood community, a zoning tool designed to spur reinvestment by offering density and intensity bonuses to property owners who opt in.
The March 30 vote sets in motion a multistep process to amend the Comprehensive Plan and establish the North Greenwood Community Overlay District, the latest effort to implement the community redevelopment area plan adopted in 2023.
Under the proposal, qualified developments could receive a residential bonus of up to 40 units per acre along with increases in floor area ratios. Property owners who opt in could add features such as a separate dwelling on a small lot.
