A Dauphin County borough agreed to pay a few thousand dollars to a man who accused two of its police officers of using excessive force against him during a 2023 traffic stop.
Arnez Reid, 44, said he suffered a minor heart attack and collapsed lung after Penbrook police Officer Isaac Tritt pepper-sprayed him and delayed getting him aid.
