Blue Envelope Program eases police interactions for people with invisible disabilities

ALEXANDRIA, Ky. — Two police departments in northern Kentucky are working to improve their communication with the public, particularly for people with intellectual disabilities or cognitive challenges who may find such interactions stressful.
