Ethics complaint targets Hanahan land deals tied to mayor, councilman and their employer

HANAHAN, S.C. (WCIV) — A complaint filed with the South Carolina Ethics Commission accuses Hanahan Mayor Christie Rainwater of violating state conflict-of-interest laws by participating in city land sales that allegedly financially benefited their employer.

The complaint, filed Sept. 8, 2025, by developer C. Ray Wrenn and accompanied by a report from Charleston law firm Womble Bond Dickinson, alleges Rainwater and Councilman Michael Salley failed to recuse themselves from multiple city land transactions involving Carolina One Real Estate, where both worked as agents.
