Bill requiring testing kits at bars gets renewed interest after bartender’s arrest

CINCINNATI (WXIX) – A bill that would make test strips mandatory in bars and restaurants is garnering renewed interest after a Middletown bartender was arrested for sexual abuse.

Clinton Barnes, 40, of Middletown, was charged with rape and sexual battery after he drugged a victim in September 2025 and sexually assaulted them, according to the indictment.

Barnes was arraigned Wednesday, and Judge Oda in Warren County ordered a temporary protection order…
