Texas Lawmaker Proposes Deporting Immigrants Linked to Socialism and Extremism

Texas Congressman Chip Roy has introduced a controversial bill known as the “Mamdani Act,” aiming to overhaul federal immigration laws to increase deportations. Officially titled the Measures Against Marxism’s Dangerous Adherents and Noxious Islamists Act, the proposal seeks to amend the Immigration and Nationality Act by empowering authorities to denaturalize citizens or deny entry to migrants suspected of affiliations with socialist, communist, or Chinese Communist parties, as well as certain Islamic fundamentalist groups.

Filed on Monday, the bill would also impose restrictions on migrants who advocate for ideologies such as socialism, communism, Marxism, or Islamic fundamentalism. These restrictions extend to various forms of expression, including writing, distributing, or possessing related materials.

Though not explicitly named in the legislation, the bill appears to reference New York City Mayor Zohran Mamdani, a democratic socialist born in Uganda who became a naturalized U.S. citizen in 2018. Roy defended the bill by questioning why the U.S. would “import people who hate us,” arguing that immigration policies over the past six decades have undermined American workers and introduced harmful ideologies contrary to American values.

Roy, who is also a candidate for Texas Attorney General, emphasized that the bill targets what he calls the “Red-Green Alliance”-a term linking Marxist and Islamist movements-which he claims has caused significant social harm in Europe and is now impacting Texas. The legislation exempts individuals who embraced these ideologies before age 14 from its provisions and specifies several groups under the “Islamic fundamentalist party,” including the Muslim Brotherhood, Islamic State, Hamas, Hezbollah, Boko Haram, and Al-Shabaab.

This initiative follows Roy’s earlier October proposal, the Sharia-Free America Act, which sought to bar foreign nationals practicing Sharia law from entering or remaining in the U.S. Roy described Sharia law as an existential threat, warning it seeks to undermine the American legal system and Constitution by eroding rights and imposing incompatible ideologies.

In his statements, Roy pointed to Europe as a cautionary example of what he views as the dangers of allowing such ideologies to spread, urging stronger immigration controls to protect the constitutional republic and its citizens.
