KANSAS CITY, Mo. (KCTV) – The Kansas City Police Department and Jackson County Prosecutor’s Office faces the task of investigating and deciding whether to file charges in dozens of homicide cases every year.
Prosecutor Melesa Johnson said those decisions don’t come easily. She also said many aren’t made by one or two people.
