SUN: ‘Only parent he knew’ vows to find answers in Maryland foster baby’s death

MARYLAND (WBFF) — Katy Welter envisioned a “blow-out” adoption party for the 1-year-old boy she had fostered since he was 12 days old, Kai, who had endeared his chubby-cheeked self to her wide circle of family and friends.

Instead, when some 200 people gathered in February in Hyattsville, it was for his funeral.

An investigation by the Prince George’s County Department of Social Services concluded that neglect was “indicated” on the part of a licensed caregiver with whom Welter left Kai while she was on an out-of-town trip to celebrate her 40th birthday…
