Honolulu Unleashes $240 Sewer Lifeline as Oʻahu Households Brace for Higher Bills

Honolulu is rolling out a new break for residents feeling squeezed by rising utility costs: a sewer bill assist that could shave $240 a year off what they owe. The Customer Assistance for Residential Environmental Services (CARES) program is now taking applications from Oʻahu households starting May 1, with the sign-up window running through Oct. 31, 2026. The help is aimed at households earning at or below 80% of the area median income and will be handed out on a first-come, first-served basis until the money runs dry.

As detailed by Hawaii News Now, the CARES benefit comes as a single $240 annual credit applied to qualifying residential sewer accounts, with city officials expecting it to reach tens of thousands of island households. Department of Environmental Services Director Roger Babcock said the initiative “provides meaningful and direct support to residents who need it most,” according to the outlet.

How to Apply and Who Qualifies

Residents can grab an application packet online or in person at public libraries, the Frank F. Fasi Municipal Building, and satellite City Halls.
