6 Upstate NY residents accused of orchestrating $1.3 million tax refund fraud scheme

A federal grand jury has indicted six Upstate New Yorkers accused of stealing U.S. Treasury tax refund checks and using fake identities to cash them at financial institutions across New York and Pennsylvania.

U.S. Attorney Michael DiGiacomo announced the charges against Jeffrey Fleischer, 36; Crystal Velez, 36; Blaine Webster, 40; Reginald Seals, 47; Johnny Ray Mcduffie, 36; and Anthony Zorilla, 28. All are from Buffalo.

Each defendant faces charges of conspiracy to commit bank fraud and aggravated identity theft, carrying a mandatory minimum penalty of two years in prison and a maximum of 30 years…
