Video of Providence police arresting, punching man in handcuffs prompts investigation

PROVIDENCE, R.I. (WPRI) — An internal affairs investigation is underway after a video circulating on social media showed Providence police punching a man placed in handcuffs last month.

Target 12 obtained the cellphone video from William Mitchell, the man seen being arrested in the video. The 30-year-old said he formally filed a complaint against the department on Monday, which police department spokesperson Kristy dos Reis confirmed.

According to a police report obtained by Target 12, three patrol officers initially responded to Pembroke Avenue on April 24 to assist officers looking for a person with a knife. Police said that stemmed from another incident on Dartmouth and Broad Streets about an hour earlier…
