The confusion in Worcester Mayor Joseph Petty’s voice was evident as he and the City Council looked at the young man making motorcycle noises in front of them.
Standing before the public comment microphone on the evening of May 5 was Wilson Lam, a 24-year-old Worcester resident with black curly hair, wearing a black jacket with a grey T-shirt underneath.
