Housing Trust Group (HTG) has started construction on an affordable housing development for active-duty service members and veterans in Duval County.
Normandy Cove is set to comprise 144 units in five buildings. Homes in the garden-style community would range from one-bedroom to three-bedroom residences, and residents would have access to a variety of communal amenities, such as a resort-style swimming pool and deck, fitness center, and business center. In total, Normandy Cove’s 144 units and its amenities are expected to comprise 151,927 square feet of new construction.
There would also be on-site social services. Residency at Normandy Cove would be reserved for households earning up to 30, 60, and 70 percent of the area median income (AMI). The Florida Housing Finance Corporation noted that Duval County’s AMI was $102,500 as of 2025. Of the 144 units, five percent (about seven units) would be reserved for unhoused veterans. Dependent on various factors, Normandy Cove could expand to include a second phase that would comprise 99 units. FK Architects designed the venture. Multi-Housing News reports that BDI Construction is the general contractor, and NV5 is the civil engineer.
