Fort Collins Dog and Cat Lab Shuts Down Following USDA Citations, PETA Investigation

People for the Ethical Treatment of Animals (PETA) announced last week that Red Beast Enterprises, also known as High Quality Research, in Fort Collins has shut down following a dozen USDA citations and an independent investigation by PETA that revealed neglected treatment of dogs and cats. The Animal and Plant Health Inspection Service (APHIS) registrant data confirms that the laboratory certificate status was cancelled on May 18, 2026.

Now that the lab has closed, 70 dogs and cats have been released to Kindness Ranch, a Wyoming facility that rehabilitates animals used in laboratory experiments. Red Beast Enterprises was given 11 citations from the USDA in February 2025, including not having the proper documentation to validate dogs were given anesthesia for “debarking” surgery.

“PETA’s investigation of Red Beast prompted the U.S. Department of Agriculture to cite the company for more than 200 violations of federal Animal Welfare Act regulations between February and July 2025,” said Daphna Nachminovitch, PETA’s Senior Vice President of Cruelty Investigations. “More than 50,000 people urged Dr. Sue VandeWoude, dean of Colorado State University’s College of Veterinary Medicine and Biomedical Sciences, to reconsider allowing faculty—including Dr. Michael Lappin—to keep conducting experiments at Red Beast.”…
