Turnover among Stockton City Hall’s top managers that began in 2025 has continued this year, now with the departure of the head of human resources.
The city announced May 20 that Human Resources Director Rosemary Rivas will depart Stockton to assume the same role in Elk Grove. Deputy Human Resources Director Alecia Figueroa will lead the department in an acting capacity while the city searches for a permanent human resources director.
