NYC showed no plan for Staten Island Compost Facility before launching citywide program

STATEN ISLAND, N.Y. — New York City never showed a state oversight agency the Staten Island Compost Facility was ready for its rollout of the citywide compost program, the Advance/SILive.com learned this week.

A Department of Environmental Conservation spokesperson said Tuesday that the agency issued a notice of violation to the Department of Sanitation on April 25, 2025, in part because it failed to submit a plan for organics composting at the facility located on the site of the former Fresh Kills Landfill.
