A man who was pepper-sprayed by a Fort Collins police officer after refusing to accept a summons for trespassing has received a nearly $400,000 settlement from the city.
The incident happened in 2021. Andru Kulas filed a lawsuit in 2023 alleging excessive force, and his attorney Sarah Schielke announced the settlement of $397,000 on June 17.
