At approximately 3:30 a.m. Monday, Fort Collins police received a report of two deceased individuals in a storm drainage tunnel under College Avenue in Fort Collins. The two individuals were previously contacted on several occasions by members of the Homeless Outreach and Proactive Engagement (HOPE) team in an effort to direct them to various City resources.
