WINDSOR, Colo. (February 25, 2026) — The Windsor Police Department is excited to introduce the Blue Envelope Program, a new resource designed to help us better serve and communicate with our community.
The Blue Envelope Program supports individuals who have disabilities or conditions that may impact communication during a traffic stop or other interaction with law enforcement. Participants can place important documents such as a copy of their driver’s license, vehicle registration, and proof of insurance inside the blue envelope and present it to an officer. The envelope acts as a visual cue that additional awareness, patience, or accommodations may be helpful. If you are stopped, let the officer know you have a Blue Envelope and where it is located before handing it to them.
Each Blue Envelope also includes a sticker that can be placed on your vehicle to indicate participation in the program. Participation is voluntary, and no participant list or data is maintained…
