MIAMI-DADE COUNTY, Fla. – A 38-year-old man was arrested Wednesday, following a Sept. 8 hit-and-run crash in northwest Miami-Dade. According to his arrest report, Yulizan Ochoa, of Miami, struck a man in a wheelchair with his vehicle around 5:40 p.m. Sept. 8 in the area of Northwest 186th Street and 68th Avenue, and then fled the scene.
