South Florida Tax Preparer Sentenced to 5 Years for $20 Million IRS Fraud Scheme

A South Florida tax preparer has been sentenced to nearly five years in prison for her role in preparing fraudulent tax returns. Beatriz Toledo, 61, the owner of Immigration and Tax Service Group LLC, was convicted of helping create false tax returns that cost the IRS approximately $20 million. In addition to her prison sentence, Toledo must pay $20 million in restitution and will serve one year of supervised release after her sentence, as per the U.S. Attorney’s Office release.

Toledo’s fraudulent activities took place over four years, from 2017 to 2021. During this time, she prepared around 7,800 tax returns with inflated claims, including fake residential energy credits and business expenses. These actions lowered taxable incomes for her clients and increased their tax refunds. Toledo’s company charged about $7.1 million in fees, taken directly from the clients’ tax refunds. According to a press release from the United States Attorney’s Office for the Southern District of Florida, Toledo continued these actions despite a federal judge’s permanent injunction against her in 2010.

Toledo ignored the injunction and continued her illegal practices. She had been previously sued by the United States to stop preparing false tax returns. The permanent injunction was issued in 2020, but Toledo resumed similar misconduct, leading to her 2024 indictment and 2025 sentencing…
