A New York couple has been charged after allegedly “hot-boxing” in a parked car as a 2-year-old boy was in the back seat. Phillip Fraisar, 36, of Hamlin, and Kasey Renee Buckmann, 27, of Rochester, were arrested August 31, 2025, in Miami Beach, Florida, Local 10 News reported.
A witness allegedly observed the couple smoking marijuana and drinking tequila in a parked car about 9:20 p.m. Fraisar’s 2-year-old was sitting in the back seat, fully exposed to the secondhand smoke. When officers arrived at the Clevelander Hotel, Fraisar had left the vehicle. Buckmann and the young boy, however, were still inside.
“The marijuana smoke filled the vehicle, as is commonly referred to as hot-boxing,” the Miami Police Department noted in a report, per the New York Post…
