The Florida Board of Governors voted Thursday to prohibit undocumented students from enrolling at competitive state public universities starting in the 2027–28 academic year.
The measure amends Regulation 6.001 General Admission, which regulates admissions for non-U.S. citizens and non-permanent residents. Under the new policy, individuals unlawfully present in the U.S. will be ineligible for initial enrollment at any state university that did not admit all academically qualified applicants over the past two academic years.
Because all major Florida public universities are selective and turn away some qualified applicants, this effectively restricts access to the university system. The amended regulation says the policy will take effect in the 2027-2028 academic year.
