FORT WAYNE, Ind. (WANE) — The first bill of the 2026 Indiana Statehouse legislative session to move or expand casino gaming in the state answers the “where” but not the “who.”
House Bill 1038, authored by Rep. Craig Snow of Warsaw, would put the casino in Allen County, but would open the license to a bidding process, rather than move the Rising Star Casino from southern Indiana, where it has struggled to compete with new competition.
