Mexican citizen charged with identity theft and voter fraud in Texas

DALLAS, Texas — A Mexican citizen residing illegally in the United States has been federally charged with identity theft, voter fraud, and passport fraud, according to the United States Attorney for the Northern District of Texas.

Eliseo Morales-Tapia, a 58-year-old from Mexico, was charged by federal complaint on March 20, 2026. The complaint alleges that Morales-Tapia assumed the identity of an American citizen from Chicago, Illinois, to obtain a Texas driver’s license, a Texas identification card, a social security card, and a United States passport. Morales-Tapia reportedly used the victim’s birth certificate, social security number, and other documents to secure these identifications.

In October 2025, Morales-Tapia allegedly affirmed U.S. citizenship and expressed a desire to vote when updating his address for the Texas driver’s license obtained in the victim’s name.
