SAN FRANCISCO (KRON) — Crawling along the San Francisco Bay Area’s traffic-clogged highways is grueling, and the urge to cheat by driving solo in a carpool lane can be tempting.
Multiple drivers were busted by California Highway Patrol officers this May for trying to “beat the system” with life-sized passenger decoys and mannequins posing as human passengers, the CHP said.
