Fresno County Deputies Issue First Citations Under New County Noise Ordinance

August 12, 2025 – Fresno County Sheriff’s Office officials report that at around 12:30 a.m. on Sunday, deputies

responded to a report of loud music being played at a home located near W. Muscat and S. Marks Avenues in Fresno. Deputies contacted two men who were hosting a party. They were identified as 33-year-old Arturo Torres and 35-year-old Martin Torres. The men told deputies they would have the band lower its music level. However, minutes later, the music volume was raised even louder, and the men locked the gates on the property to prevent deputies further access.

Deputies then utilized a decibel reader device and determined the noise exceeded the limits set under Fresno County Ordinance 8.40.040, which went into effect January 17, 2025. Deputies again contacted Martin Torres to advise him he was in violation. Martin was rude and argumentative with deputies, saying he did not care that he was disrupting the peace of his neighbors. At 3:30 a.m., deputies issued both men misdemeanor citations. Shortly thereafter, the live band packed up its equipment and left the property.

The Sheriff’s Office will always try to give the person a chance to reduce the noise level with a verbal warning before issuing a citation. In this case, the property owner chose to be defiant…
