SELMA – Selma has become the latest city in Fresno County to regulate dog and cat breeding as it continues to target effective solutions to animal overpopulation.
At its meeting on Dec. 2, the Selma City Council unanimously approved the introduction and first reading of an ordinance that requires pet owners to obtain a special license for unaltered dogs and cats. Residents with unaltered animals must also obtain a breeder’s permit if they allow their pet to breed.
“The whole thing is just a mechanism to convince people that spaying and neutering your animal is the right thing to do, and if you don’t do it, it’s going to cost you more than if you did,” City Attorney Neal Costanzo said. “That should be the message you get from this ordinance.”…
